The booster pump is probably bad. If you don't want to get another get a vacuum storage canister or ball from a newer vehicle and install it between the wiper motor and manifold. Early 80s four cylinder Jeep Cherokees had a quart size "juice can" that looks period under the hood. Newer vehicles have a small softball size vac storage vessel. It's good for vac motors on heater valves and such, but not much for wipers -- it's only about a pint size. 

My wife thought it amusing when one of the neighborhood teen girls fell in love with my 63 American (no longer have, had it for sale at the time). You can tell the kid that the three speed manual becomes an auto when he has his girl in the middle and his arm over the back of the seat. All he has to do is use the clutch, she gets to learn to shift! The trans can be slipped into first before a dead stop, but only JUST before -- like maybe 5 mph.

Anyway - I had him start it up and turn on the washers while my 12
year old son sprayed the windshield. We corrected the vacuum hoses for
the wipers - and now know why the pump was disconnected. That's a
different story, though.

I told him if it was a midsize or full size car, his girlfriend would
sit in the middle in the front. He liked that.He had a huge grin on
his face, did a great job working the column-mounted manual
transmission, and had no issues starting, shifting, and stopping.
Think I'll let him take it out on the main road next. When we parked
it, he said "now you have the cool car."

It's great when a goofy little four door sedan becomes the cool car.
