If the cam looked good, I'm surprised you are having this much trouble. The new lifters should not be an issue and should have worked fine on a used cam. No oil to the top end should not affect lifter rotation either as the oil "should" be in the lifter. Especially with the shaft head. My knee jerk reaction is the cam is actually bad. Your pressure is great, so i doubt your cam bearings are shot. Could be lifters themselves. what oil filter is on it? The drain back valve in it could be bad, allowing drainback.
  It all comes back to, if your not getting rotation you are going to end up needing a cam, sooner or later.
Did the engine run before? I mean did you have it running before all this to see what was the condition of things?
