can be from any 199-232 american or 6cyl hornet/gremlin/concord/spirit.

you'd need a 290/304 converter housing [assuming m40 and m30 bolt
patterns are the same] and flex plate, which you'd have to rebalance.  

and the starter is on the other side from '64-'71 199/232/258, but i'm
not sure where it is on the 196.

yup.  t14 used up to '76 with sixes and 304 has the same bolt pattern.

if it's a stick, i'd also be tempted to swap a t14 and driveshaft from
a '67-'70 american or javelin 232, and a non-big-nut rear from a '65-6
232 or '67-9 any six american, and maybe also 10" brakes - v8 fronts,
spirit amx / concord wagon rears.
