He'll be lucky to find a wagon that has been redone in carpet out there. 99% have been baked to dust. The panels are either gone, falling apart, or redone in carpet. 
   I'd shoot the wheel housings inside and out with bed liner and have carpeted panels made. Would allow a little more space and the carpet would cut road noise and help keep stuff from sliding around. 

   I had a rubber matted full size 80's Bronco for a while. One day I got tired of the torn up rear section and cut and pleated carpet over the wheel wells, holding the edges with just a few self drilling screws. I then cut a nice fitting flat panel for floor. Behind the seat and put it in. This was high grade plush carpet from out of my MIL's house. 

   The next time I got on the interstate I was amazed at how much road noise that was just plain GONE.

Kind of like my current American after the sound deadener and carpet install! 

On a newer car I'd expect minimal payback, on 60's and earlier cars it makes a BIG difference.

Tom,

The only thing about putting heavy scratchy stuff on top of the wheel 
wells is it will tear up the trim panels pretty quick.
