What gets me about these anti-auto attitudes, i.e. if it isn't 
running/licensed, it doesn't belong on your property... as you travel rural 
Wisconsin, and I'm sure many (most?) other states, you'll come upon every 
imaginable kind of non-auto metal junk (and yes, I mean JUNK) rusting away 
in fields, behind barns, and even in front yards.  A lot of this stuff is 
farm related, broken manure spreaders and the like, but there are old wash 
machines, lawn mowers, anything and everything, most of which undoubtedly 
outlived its usefulness and was tossed/left outside.  A lot of these items 
have been in place for years and even decades, and apparently no one 
complains.  But try placing a non-operational car in the same location, and 
WATCH OUT - in many localities, you'll soon hear a knock on the door.

Weird, but true, at least in this neck of the woods.
