I operate my own upholstery shop here in Nebraska and have installed new
foam backed headliner material on my 64 american.
you need access to a low pressure spary gun, Weldwood landau adhesive. you
can purchase the Headliner material from an Auto Upholstery shop. Remove
hedliner from car
Remove any dirt & grease
scuff up with scouring pad, wipre clean so there is now dust or residue.
lay new piece on headliner shell, fold back half way. Spray both the shell
and material with the Weldwood adhesive let dry according to directions
then pull material over shell smoothing with your hand from the center out.
Fold back the other half repeat.
This makes a nice looking headliner.

Mine's hardboard. Just one big piece of something or other -
definately not cloth and hangers! Paint sounds just fine. I might try
just gently cleaning it first - but if that doesn't pain out - it's
paint!

I painted the hardboard headliner in mine as it was too far gone to get
cleaned and looking good.
I used a plain simple latex paint and had a mildewcide to keep things
from
growning up there while in storage.
You can pick sheen to suit your taste, paint is cheap, I used a smooth
foam
roller.
Mine has been done for about 10 years now and still looks like the day I
did
it.
If you do this be careful not to push the visors up against the headliner
as
the paint wanted to stick right where the edges of the visors touched, I
have like two little spots that need touched up, someday. They are not
even
noticeable to anyone but me.
