Popsicle sticks. Relatively soft and just about the right thickness.
 
" What have you fellas found that works really well for straightening  fins on radiators, A/C coils, condensers, oil coolers, that sort of stuff.  I have used a couple thin screwdrivers but not found that a very easy  method. I got some fin straightening to do and need advice."
