Todd, sounds like you've covered most everything. Could be a crack or carbon trace in the cap you can't see causing the problem, guess you'll find out when you get the new parts. In the mean time, inspect the fuel line from the tank to the filter, especially the rubber line between the tank and metal line. The metal line could be pinched, and if the rubber line hasn't been replaced put in a new on. Finally, blow air back through the line. The filter sock in the tank could be stopped up and not sucking gas in when the tank is at a certain angle. You may blow it off the line in the tank, but if you have a good filter you should be fine.
