Tom,

I just took a look at my parts book and it looks like there are two 
distinct styles of Wagner drums. The style it shows for drum brake cars 
does look very much like Bendix drums but what I have on my car looks 
like the disk brake setup which has no interchangeability with the 
Bendix brakes outside of the drums. For example, here is what the shoe 
hold-down hardware looks like:

I don't think it's random when they were used. It seems like the change 
over happened sometime during the 1967 model year on Americans (other 
cars used Wagner systems later). I know the master cylinders changed 
from Wagner to Bendix that year but that's called out in both the TSM 
and the parts book.
