Regarding your broken stud: You may be able to use a left handed drill bit 
or a screw extractor to remove it. The stud should not be torqued into the 
block so it might come out without much fuss. If you know someone who can 
TIG weld, you can try having them weld something to the end of it and 
backing it out that way. There's nothing wrong with your plans to use a 
screw insert but the thermostat housing is a fairly tight fit over the 
studs so there isn't much wiggle room.

Here's what you need for hardware in case anything's turned up missing:

2 - 5/16" studs (one short, one long -- don't have the lengths handy but 
you should replace both of them) with course threads on the block end and 
fine threads on the other
2 - 5/16" flat washers (these go against the thermostat housing)
2 - 5/16" lock washers (these are probably bad anyway)
2 - 5/16" fine thread nuts

I also recommend putting Permatex #2 on the block end of the studs (and the 
gasket itself) and a very light coating of anti-seize over the studs to 
keep this from happening.
