Roofs rust under certain coastal area moisture conditions. Don't ask me the specifics, I've never been anyplace close enough to one of these areas to figure out why. I've repaired roof rust. It can be with several methods. Wth that vintage car in California, if all else is solid and sounds good. I'd get to searching and find a complete roof. The hardtop 65 would be particularly easy to do a roof swap on! You have very little in the way of roof to work out after it is replaced! I don't think you could find an easier car to do this too! There are some things to be carefull of when doing this swap. One is alignment, brace things before you cut the old top off. Then make sure you trim the cuts a little at a time till you get a perfect level square fit. Last thing is be very careful to not grind away your welds!!! Very careful! This is the biggest concern with roof replacements, quality welds and not grinding them away and destroying thier strength!
