A: Disc brakes are less likely to contaminate both sides of the rotor/pad if they start leaking. They are more likely to have sudden failure than most drum systems, but neither can sit any length of time w/o rust damage internally. Two thoughts- 1) You say "used", "would", & "were" implying past-tense also implying that this is old systems using old technology. 2) Other than a spring breaking (which I have never seen happen), discs using the same pad material would suffer from water or grease contamination and a leaky cylinder so, I don't see an argument.
