I used small valve heads with 10.75 to 1 comp on the first 389 I built.
High port velocity equated to massive torque, it fell on it's face at
about 4500 rpm but at stop lights was unbeatable. I had a 2 speed and
lazy gear and it really didn't seem faster once I had a 4-speed and
numerically higher rear end, it had a longer pull and didn't RPM out
nearly as fast with the 2 speed.

It seems to me that when the Charity AMX's engine was rebuilt by WSC,
they used 304 heads on the 360 with bigger valves.  Theory is that that
increases flow velocity iirc.  That engine was done for performance
within a budget, and I heard reports that it's a strong 360, but if you
think about it, even using a small head on the 360 but aiming for
mileage, the velocity aspect of this could help in that regard as well,
it just wouldn't have high rpm's, but should produce great torque where
you need it.
