I used small valve heads with 10.75 to 1 comp on the first 389 I built. High port velocity equated to massive torque, it fell on it's face at about 4500 rpm but at stop lights was unbeatable. Theory is that that increases flow velocity iirc. That engine was done for performance within a budget, and I heard reports that it's a strong 360, but if you think about it, even using a small head on the 360 but aiming for mileage, the velocity aspect of this could help in that regard as well, it just wouldn't have high rpm's, but should produce great torque where you need it.
