As far as I can recall, the full-width, below-dash shelf found in small AMCs of the 70s and 80s was always bare, molded plastic, with and without AC vents added. But on the underside, it never had insulation of any kind, right? I mean, what purpose could it serve to attach carpet padding to the bottom, flat area of the shelf?
The A/C shelves had crappy foam (that crumbles with time) as insulation. It's something like 1/4" open-cell foam with a double-sided self-adhesive cellophane-like film. It all rots and needs to get scraped off.
The non-A/C cars, the shelf is plain like you say, at least in all the cars I've had.
