AC equipped cars had foam insulation on the bottom of the tray, along the ventilation ducts. 

Non-AC cars didn't use any insulation on the bottom of the tray at all, if I remember correctly.

Maybe your car's original foam disintegrated in the heat and this other padding was installed to replace it?
