I get a "group-check" error, whatever that is, on Yahoo when I try to access your photo. However, I surmise that the padding is there for vibration/rattle control. I have foam (looks like polyurethane foam) under my 80 Spirit package shelf, and I know it's original.

As far as I can recall, the full-width, below-dash shelf found in small AMCs of the 70s and 80s was always bare, molded plastic, with and without AC vents added. But on the underside, it never had insulation of any kind, right? I mean, what purpose could it serve to attach carpet padding to the bottom, flat area of the shelf?
