It sounds correct. The bolt is specially shouldered; the shoulder extends all thw way down to the threads, and grips the subframe bracket on the "outside" side of the bracket where the nut & washer is. It's essentially loose -- with the gap you see -- at the head end.

Basically it's a pin, not a bolt; a regular bolt would squeeze the
bracket. As a pin, it's a pivot and handles all the fore/aft
forces.
