I live in Kansas, and bought my Javelin from a fellow in New Hampshire. A bill of sale was not enough. We had to have an official letter from the state of New Hampshire stating that the car had been registered in New Hampshire, and that New Hampshire did not title cars older than 25 years per state statute such and such. To do what you're proposing, I think you would have to sell the car to someone in one of these states, get the car registered there, then have them sell it back to you. It can be done, but it's not as simple as you're thinking.
