Chances are that if the paint is bubbling, it has already started to rust.
If you chip the bubbles away, you may or may not find holes through the sheet
metal. If you don't do anything, you could definitely end up with holes.
If you go to a hardware store you can find a product called OSHPHO. Get a
small container. Scrape or sand the bubbles away to the bare metal. Follow the
instructions on the container of OSPHO and give the metal a good coating.
This should stop the rust unit you are ready to paint. Another alternative to
OSPHO is a self etching primer. You can get spray cans of this from
Eastwood.
