 Did you take the oil pan off? That will tell you alot. then from there take the intake off, then valve covers, then rockers and pushrods, then the heads. Then you should have no problem turning it over

wanted a buildable block, not a running engine, so I am not planning
on using the rocker arms, rods, pistons, valve springs, etc. They
will all be replaced. My main concern is that it is locked up.
Probably a blown head gasket is my guess, I hope nothing worse.
Tonight I will remove the rocker arms & pushrods and see if I can get
