I would use the power booster, you won't be sorry. I drove a non power brake 79 Concord and it was ok but power was much nicer in my opinion. It also didn't have a proportioning valve, neither did my friends 78 Concord, There is some kind of valveing in the block where the brake low pressure warning light is. Be sure to take all the metal brake lines from under the hood even if it is just for a template to make new ones.
