A V8 with a 4 BBL carb will have lower emissions and get better gas milge then a 2 BBL. In the mid 70's you could not get a 2 BBL V8 car in California for just that reason. The primarys on a 4 BBL are smaller than the 2 BBL's. 74 had no cat and I don't think it had an egr valve, at least the 6's didn't. You should only have a pvc valve and the charcoal canister. If you paint the 4 BBL manifold the engine color and use a stock looking air cleaner the engine will have more of a stock appearance and you might slide by. The dual exhaust is the best way to go with an "X" pipe. Most modern performance cars have them. Also some quiet mufflers wouldn't hurt either if the inspectors are that fussy.
