I don't feel right second guessing an electrical whizz like Tom J. but if your ignition system has the resistance wire in it, when you move the ignition switch to start you should have a full 12 volts at that position.  When you move the switch to "run" you should experience a drop in voltage to something less than 12 volts.  You will need to find a full 12 volt source.  Like Tom said, you might have to run a wire directly from the ignition switch.  Joe Fulton

Often, things connected to the ACC switch position get turned off while
cranking (radio, etc). The problem you have with the yellow or orange wire,
dropping to 9V, there's a resistor wire in the harness somewhere. The good
news is it comes from the right source, eg. the IGN position of the switch.

You might simply have to run a wire to the back or the switch. I know that's
a PITA.
