As has been said it just dampens vibrations. 
    If it has slipped, get it off of there NOW. Unless there is a pulley bolted to the front. At some point in time you will hear a Loud thunk and your gen light will come on!  Been there, done that!  If you are lucky you will just loose the outer ring.

Big dent in hood
Hole in radiator
Hole in battery. 
Bounces off road and strikes another car. 
Etc,etc;

the dizzy's are totally different for 62 and 63 i do know that. the original
dizzy for the 63 is in casper. i have another ballancer or two i think i
might change sometime. it looks to be strait and all. would that outer ring
thro it off ballance any? i think the weights are on the inner part correct?
