an internally balanced engine - like an i6 - shouldn't have any offset
weight in the balancer.  it really isn't a 'balancer', rather a
'damper' of crank torsional vibrations, and it does that by making the
springiness of the rubber ring and the weight of the metal ring just
right, so they vibrate at the same freq as the crank and cancel it -
or rather, split the peak to two smaller peaks, at higher and lower
rpm.

it got to be called 'balancer' on v8 engines that aren't internally
balanced, like amc's.  external offset weight is needed in the
flywheel and often in the damper as well to make up for what's missing
from the crank.
