If you took one of those tire/rim width calipers http://www.sarveshwari.com/images/sg1p7.jpg and measured both of those tires they'd be within millimeters of each other. I've always wondered about that stuff, myself. I feel certain that measured circumference simply must be greater than actual circumference on a riolling vehicle.
