Not mentioned earlier is after (pick one) tropical storm Allison in 2001 where Houston was 
underwater for days, or more recently April 28th storm, or even more recently, hurricane 
Ike, there was problems with gas over a huge area, depends on how much rain, flooding and 
how long it stayed. Granted, the tanks underground are sealed really well, and checked, 
but problems occured regardless, you don't get 36 inches of rain and not expect it. Or 
power off for up to two weeks and not have issues.

Joe, you mention slow pump, the 'Cash Gas' place that closed down at Hammerly & Brittmoore 
used to have 16 pumps...and many times some were 'bagged' that is the cover over nozzle 
letting people know that pump was out of order for some reason, most of the others 
painfully slow, a $20 amount of gas could take you 5 minutes in other words to put $20.
