I now think that the thing for me to do is chop off the bottom and add
rubber, like you suggest, to the lower edge. Best of both worlds.

There's not a lot of metal in the front of this car! The valance blends into
the fenders, so did my airdam. Then when it bonked a driveway it bent the
fenders!
