Yes, it is a poorly designed site.  And the voting concept is very flawed.
Since each voter is ranking a car from one to ten, then each car can be
ranked by every voter and the highest accumulated ranking car wins.  Texaco
assumes that each voter is going to take the time to rank every car.

1300 points meant at least 130 voters ranked the Pacer as a 10.  Since
Texaco threw out those votes, they must have thought at most 65 voters voted
twice, using different email addresses. It could have been less voters
voting more than twice. (or more voters if they ranked the car less than 10)

I don't see how they figure that out.  Let's say my brother-in-law's family
all vote for the Pacer from their home computer and they use the same
internet service provider for their email accounts.  Would all of those
votes be thrown out?
