Actually you have 3 problems.

First the radio will only work when the ign is on or in ACC position

Parking lights, turn signals, hazards, brake lights.  When they all refuse to
work it is usually a bad ground at the bulb.  Use a test light and see if you
have current at the socket.  If the socket is hot then the problem is the
ground.  If the socket has no current the the problem is the wiring.

Dome lights.  Dome lights work through the ground.  The socket should be hot
all the time.  Test the socket with a test light.  If it is hot then the door
switch is bad.  

Gages. If all of the gages are not working then the most likely culprit is the
Instrument Panel Voltage Regulator, located on the back side of the instrument
panel circuit board.  You need to pull the dash panel to check and service.
