That's true in my area too. My Jav has no eng/trans atm, but it must have current registration, plate,  insurance and sit on an approved "hard surface" or be in violation. Imagine my call to my insurance agent for a quote and coverage... "What's your daily commute an how many miles to you estimate driving a week?" ..... uh, for the next couple of years.... zero. "Then why are you buying insurance?" ..... local ordinance. 

Luckily there's no mention in the same ordinance that "it must be running".
