That's right Joe! FRONT seat belt anchors should be there, but not rear. Fronts were an option starting in 62, I don't know when rears were added. Probably in late 66 or 67 models -- that's when the NHSTA came out (National Highway Safety & Transportation Act). That's also when collapsible steering columns and such became mandatory.

Maybe you're right at least for front seat belts.  The 65 Rambler I have now had the rear seat belts added..bolts and fender washers.  I have a 63 and 64 in the back yard but it's too dark to check them tonight.
