I've found that a lot of the modern headers aren't tuned at all -- they are just sized and shaped to provide more flow than stock then made to fit! A nicely tuned header that doesn't fit is sort of useless, isn't it?! Some manufacturers may use a dyno to get the best results, but I don't think I'd call them "tuned", at least not in the way they used to be.

Have you looked at the rugged ridge header for the 2000-06 4.0L's?
Near as I can tell they are not euqal length, perhaps they are dyno tuned?
