It sounds to me like a fuel system restriction.  There's enough to 
make it idle, but not enough to make it go.  Add fuel in the form 
of  carb cleaner, and it runs.  Take the extra fuel away and it goes 
back into the barn.  Could be a bad fuel pump, or leaky o-rings in 
the tank, so that the pump is dumping most of its fuel right back 
into the tank.  I'd also look for other issues, like a pinched fuel 
line somewhere.  You say that there is pressure at the fuel rail, but 
have you checked the flow rate?  Something else to check is whether 
something got past the fuel filter and into the fuel rail, 
restricting flow at the injectors.
