When you pull on them, see if they're gripping at the hub, or what. 
Drums OFTEN rust onto the hub.

One trick is to drill a 1/8" hole about 1/8" deep (hurts nothing) right 
where the drum meets the hub, in the center where the "tower" for the 
bearing and cap meets the drum. Squirt some GOOD loosener juice in 
there, AeroKroil,  PB Blaster, etc. Bang with a 2x4 or something which 
will vibrate the joint and wick in more juice.
