Doyou have your valve cover vented into the aircleaner housing?
That's a common source of IAC crud.
Maybe those 20 year old rings?  
Just a thought.
It's possible the "new" TBI was a "rebuild" er recleaned unit!
Spray it down with carb cleaner.

If it sticks again check it for being dirty.
No dirt, replace it, probably one of those "rebuilds" where they check things and if they work, they leave them!

Maybe the software you are looking at will help check this stuff.
The old DRB testers from Renault/AMC would allow you to run the IAC in and out to check idle increase and IAC operation. Pretty cool feature.
