Run an actual vacuum check on the modulator!
 I've seen the hoses crack and not visibly leak.
With no first at all I'd suspect that possibly the governor is hung up?
If it does not slip and you live in a flat area driving it with second and third will probably not hurt it.
I'd change the modulator if one can be had economicaly, then I'd suspect the governor, probably repairable in the car, most are, by pulling the tail housing, not easy in a torque tube car I know!
Last I suspect a hung up valve in the valvebody or a hard part failure.
