there's another factor.  spec tire width is assuming a particular rim;
widen the rim by 1" and the actual tire width increases by 10mm.

reference rim for the 195/78s is probably 5.5", so running them on 7"
would make them an actual 210mm wide.

btw 215/70s are almost precisely the same rolling diameter as 195/78s.
