Epoxy primers (2-part) are impervious to water.  I
used Dp90 (flat black) for the top coats on the hood
of my Gremlin and it's holding up well.  Sits in the
sun every day.  Never garaged.  It's been on there
about a year.

You're right about regular lacquer or other primers
that harden by evaporation though.
