i'm not sure if they're hardened, but afaik they're made from gear
steel, so they're pretty hard to start with.  but they're just shafts,
with diameters and splines.  it might be expensive but not difficult
to have them made.  perhaps, if we ever get to that point, a run of a
dozen or more would help to reduce part cost.
