When I lived in Mass., specifically on Cape Cod (talk about rust!) the US 
Geological Survey used some wax-based stuff (can't recall the brand... I 
can picture the sea-green and white label though...) but the coatin was 
thin so scrapes etc removed it.

What worked better was this stuff called HEAVY GEAR LUBE, it's like asphalt 
in a spray can! Stinks, sticky, nasty, but is meant for huge open gears 
where the lube had to hang upside down and not fall off.

I think there was some vehicle that evaporated leaving it even stickier.

On my 62 Ambassador 400 I had the fenders off, got it all clean and 
undercoated with that stuff. It NEVER came off, and it stayed soft for the 
few years I had the car. Scrapes self-healed. It did collect dust though.
