On a rocker shaft engine I would plug the lower end of the tube. A little dab of epoxy will do the trick -- something like regular JB Weld (not the quick stuff!) that will hold up to pressure and temp (JBW is rated to 400*). No point in bleeding oil off the lifters for no reason. Leaving them open shouldn't hurt, will just put a little more oil in the head -- which really isn't needed. Oil pressure shouldn't drop much, but may drop 2-5 psi. 

Just remember that you need two sets of pushrods! VW only has 8, you need 12, so there will be four spares in case you make a mistake. Get the adjustable one they offer too so you can set the size you need. Of course you probably planned on that!

Press together pushrods. 
They are chrome moly, I asked the guy. VWs have around 11.5" long pushrods, so I can cut down the tubes to work for my application. They are reasonably priced too. 
 
There wouldn't be any reason to plug up the hole through the tube would there?
