A 64 Classic with 232 and a 1bbl carb and auto trans ought to be happy at 70 - 
75 mph all day long, so if that's your only goal, figure out what's wrong and 
it'll be easier than a v8 swap. 

If you could check the axle ratio (tag or stamped character on the diff) and 
tire size we could figure out what rpms it's doing.
