The electric buses here have > no tranny. Depends on the motor type. Series-wound, likely uncommon, max. torque at 0 rpm, torque drops with RPM (I think). PM (permanent magnet) I think are constant torque, so HP= torque * rpm as always and gear-reduction would help. PM motors have practical upper-HP limits (eg. huge magnets get to be expensive and PITA).
