  There was a place listing starters for Jeeps on eBay, not sure about now.
Any reputable shop should be able to rebuild that for you. Look for a small old time electric motor place. 
  If you get it running it looks to me like it has the wrong carb on it. IIRC the 327 should have a the larger throat two barrel on it. That looks to me like a transplant carb from a 287 Rambler. I could be wrong on the carb though.
  Nice find, if you get it running and have trouble titling it, you may be able to get a title in another state and transfer it back in. Depending on your state laws, sometime that is the easiest way to get it done.
