I've always managed to carefully tap them in with the butt end of a heammer or screwdriver handle.
I have an old Bendix brake piston and a big 3/4" drive socket. You gotta make sure the seal is very square to the drum or rotor before you tap lightly, else one corner rides up and distorts the whole thing, then the seals leak if they even go in. I think everyone's busted one once in their life :-)
