Those $200 boxes for cars are the ones that DO NOT work. The current needs something to complete the circuit. It works in boats very well becasue the water completes the circuit, and it works for burried iron/steel piping because the moisture in the ground completes the circuit. Cars are insualted by rubber tires, and air can't complete the circuit. So it might work if you're in a down-pour...
