a lot less colored plastic and more paint to color.

Wrong. Painted plastic is almost impossible to recycle. The paint is an unacceptable contaminant. I have been involved with recycling computer plastics for the last five years. What is happening is better marking of the plastics to identify the type and better sorting equipment to sort by color, density. etc. Many of those European ideas are catching on here in the U.S. because the electronics companies see the handwriting on the wall.
