Boat storage places all recomend filling the oil and fuel tanks to almost full before storage. Then they add stabilizer. The reason they give for almost full is to allow for expansion and to reduce condensation in the tank. A secondary benefit would be helping to keep the Air available in the tank low. For years I did not know this and always had trouble with water in the fuel tanks of boats. Now that I follow these recomendations. I never have any problem at all.
