I once put a 390 cfm Holley on a 84 Mustang Gt 5.0L.
It had unbelievable throttle response and would fry the tires like you would not believe.
I would think maybe the small valve heads and a TBI would be likely candidate for a good combo when looking for high MPG in a 360. It would likely kill the engine at any thing resembling high RPM, plus 4,000. The Mustang wouldn't go past 4200 RPM with the 390 on it. I only had it on a day so I don't know what mileage was with it.
